The Consumer Product Safety Commission (CPSC) recommends that children under 16 years old should only ride age-appropriate youth ATVs, and not adult models. The CPSC has also issued consent decrees that set age recommendations for operating ATVs, including:

Not riding with more passengers than there are seats 
 
Staying off paved roads, except to cross when permitted by law 
 
Avoiding drinking alcohol before or while driving 
 
The CPSC also requires that children's products meet certain safety standards, including:
Testing by a CPSC-accepted third-party laboratory
Having a CPC certifying compliance with safety rules
Having a tracking label with the manufacturer, location, date of production, and other information
